They had to nerf him vs the emporer because if he can dominate droids with his fists. It's a shame

They didn't actually nerf him. He had Palpatine dead to rights. He however choose the most inooppertune moment to finally put his trust in Skywalker after being his biggest opposition since he joined the order as a child. The surprise of it was enough to throw the man slated to be the next grand master of the order off balance. Grievous was nerfed however in lore due to even Darth Sidious and Darth Tyranus started to fear the monster they created. The cartoon clone wars was very much Canon and Windu did infact cause the cyborg perminate breathing issues
